Users have reported not seeing the Send marketing messages message template. While Meta has not changed official documentation since this could be an experiment, 1send has added an alternative workaround.
1send has native integration with Meta's best-in-class ad algorithm to get you the most subscribers. When Meta released Marketing Messages API, they released an accompanying ad format, click-to-subscribe ads.
After a subscription conversion, no need to pay more to reach the same person

Go to Ads Manager and click +Create.
Choose the Engagement objective and click Continue.
Create a campaign name, then click Next to go to Ad Set.
Under Conversion location, select Messaging apps.
Under Messaging apps, select Messenger.
Under Performance goal, select Maximize number of conversions
Edit your budget, schedule, audience and placements, then click Next to go to Ad.
Fill in the details of your ad creative for your ad.
Under Message template, select Start conversation and then click Edit.
Edit text and optional image/video to be displayed as a greeting
Under Customer actions, change the dropdown to Buttons
Edit Button #1 text to CTA like "Subscribe"
Under Action, select Open a website
Under Website URL, paste in the subscription m.me link from 1send. Should be like "https://m.me/rn/107620035750250?topic=Subscribe"
Name your message template and tick the box next to Save template if you want to use it in future campaigns. Then, click Save and finish.
Click Publish.
Go to Ads Manager and click +Create.
Choose the Engagement objective and click Continue.
Create a campaign name, then click Next to go to Ad Set.
Under Conversion location, select Messaging apps.
Under Ad type, select Click to message.
Under Messaging apps, select Messenger.
Edit your budget, schedule, audience and placements, then click Next to go to Ad..
Fill in the details of your ad creative and select the call-to-action button for your ad.
Under Message template, select Send marketing messages and then click Edit.
Set up your welcome message.
Under Subscriber invitation, select Subscribe as the opt-in topic.
Name your message template and tick the box next to Save template if you want to use it in future campaigns. Then, click Save and finish.
Click Publish.
