Create a new "Engagement" campaign in Ads Manager

Ad set

Mark the "Conversion Location" to "Messaging apps"

Set the "Ad Type" to "Click to message"

Ad

Under "Marketing template", switch to "Send marketing messages"

Click edit to open the template modal

Change topic to "Subscribe"
